Scarning Parish Council

The Parish Council has nine councillors and looks after the interests of the parish and its inhabitants. It has many functions, but broadly speaking is responsible for the provision and maintenance of the children's play areas on the Water Meadows, the installation of play equipment on the Village Playing Field, the maintenance of the roadside verges and hedges in some parts of the parish, the provision of dog and litter bins, the maintenance of some street lights, the production and distribution of the village newsletter, the maintenance of the church clock and the war memorial, and the repair and upkeep of bus shelters in the parish. The Parish Council has a budget this year of £32,000.

Parish Council Meetings

Scarning Parish Council meetings are open to the public and are usually held at 7.30pm in the Village Hall on Dereham Road on the third Monday of the month. Everyone is welcome to attend Council meetings, where there is always a chance for members of the public to ask questions or raise matters of concern relating to the business of the Parish Council in a special Public Participation period toward the beginning of the meeting. If you can't get to a meeting, please contact the clerk, who can raise the issue on your behalf. Scarning Parish Council usually meets on the third Monday of every month except August. In addition the Council hosts an Annual Parish Meeting, at which all village groups are invited to update the audience on their activities of the past 12 months.

Meetings are held in Scarning Village Hall.

The agenda for all Council meetings is posted on the village website and the parish noticeboards at least 3 working days in advance of the meeting. (The agenda for the Annual Parish Meeting is posted 7 working days in advance of the meeting.)

Occasionally, if business requires (for instance an urgent planning matter) the Parish Council will hold an additional meeting. Notice of this meeting, together with an agenda, will be published at least 3 working days prior to the date of the meeting.

If you wish to raise a point for discussion on the agenda, you are welcome to do so. Please submit full details to the Parish Clerk at least seven working days in advance of the next meeting.

In addition, you are welcome to attend all Council meetings. There is a designated Public Participation period in which you have an opportunity to speak on any issue relating to the Council’s business.

If you wish to raise a point at a Council meeting, please bear in mind that the Council’s discussion of the point may have to be delayed until a subsequent meeting as the Council is unable to make a decision binding in law (this is particularly relevant to financial decisions) unless a specific item is included on the agenda.

All Council meetings start at 7.30pm unless otherwise stated on the agenda.

The two Councillors for Shipdham with Scarning including Cranworth are happy to help with any Breckland District Council related matters if you leave your name and contact details.
